Mr. Chalee Kang-im, the Mayor of Trang Municipality stated 8 Municipal Administrative Policies to the Municipal Council on February 24th, B.E. 2547 as the followings, 1. Education • Public participation on educational plans for all educational systems; formal, informal and non-formal education. • Activities for youths in order to initiate morality and ethnics. • Designation of educational evaluation committee to assess educational outcome of 7 municipal schools in every semester, regarding to the educational standards of Bureau of Educational Standards and Evaluation (Soh.Moh.Soh.) • Support of interactive learning process for students, teachers, guardians and communities in order to strengthen both education and society. • Using modern educational media and innovation in order of efficient education in 21st century. • Vocational promotion and training programs for students and people in communities to eliminate poverty. • Sport promotion for youths and people as well as support of sport gears and trainers for communities • Provision of artificial sky hall to educate people and youths in astronomy. • Provision of local curriculum, which is compatible with local lifestyle and culture. • Local study tours for students in order to learn knowledge of self-reliance, regarding to the concept of King Bhumibhol’s “Self-Sufficient Economy”. • Support of Boy Scout’s activities in the municipal schools. • Improvement of infrastructure and environment of the 7 municipal schools and a children development center.
2. Sanitation and Public Health • Expansion of health care service for inhabitants. • Provision more public health staff in case of increasing of maladies. • Provision more budget for nursing equipment and medicines. • Provision of clean and non-polluted community sanitary center for the locals. • Provision of Mobile Health Service into communities in order of health and sanitary development and pet control. • Promotion of public participation on public health policy and implementation. • Establishment of an organization managed by local people and municipal staff in order to take care of cleanliness, sanitation and pollution. • Promotion of self-reliance, good health and exercises. • Promotion of holistic health condition in order to strengthen social health.
3. City Environment 3.1. Green Tab-Tiang Policy • Master planning for holistic development with cooperation between technicians, experts and environmental organizations. Public participation on city environmental plans. • Awareness building of environment protection. • Provision of more green area in Trang municipality. • Provision of more small and big public parks in decayed areas for people’s relaxation. 3.2. Sustainable solid waste treatment. • New solid waste treatment systems, which neither cause smell nor pollute the environment. • Rapid and efficient solid waste collection. • Educating people how to handle with solid waste; recycle, reuse etc. Short-term measures Building awareness of environment protection as well as applying local wisdom of waste reuse. Long-term measures Shared business between local people and Trang municipality in recycling and reusing project as well as organic fertilizer project in order to make income from the waste.
4. Physical features and Traffic engineering of the city • Public participation in short-term and long-term traffic solution. • Improvement of traffic lights. • Traffic regulation training program for 26 communities. • Traffic regulation training program and awareness building for students. • Improvement of roads in community area. • Improvement of sewerage system in communities. • Rehabilitation of over 50 -year -old buildings, which belong to private and government sector and will be registered as an ancient place of the city. • Improvement of public parks. • Expansion of water supply system covering the whole city with cooperation from the Regional power water authority.
5. Public participation • Public participation in both short and long term planning of Trang municipality. • Brainstorming and taking action in community activities by people. • Financial support for each community in vocational promotion. • Support of benchmarking process in local level. • Contribution and cooperation with the Tab-Tiang Civil Society on action plans. • Contribution and cooperation with NGOs and local organizations in order to strengthen them as well as politics of the civil society.
6. Administration and Finance • Transparent administration, productive finance, problem solution and satisfaction of people in Trang municipality. • Public participation by community brainstorming in financial issues to solve problems in Trang Municipality in order to relieve the people’s difficulties. • Public announcement of any projects funded by Trang Municipality. • Cooperation between the municipality and people to sort out any impacts from Trang Municipality’s project implementation. • Well-funded for all aspects in order of efficient administration of Trang Municipality. • According to the financial condition, Trang Municipality shall use the budget transparently and fairly and shall not use it in any wrong purposes. People and organization could investigate it openly. • Personnel administration with competence and moral system. Very good services for people in the Section of Civil Registration.
7. Religions, Art and Culture. • Participation of academies, people and communities in traditional and cultural activities arranged by Trang Municipality. Persuade them to follow moral, norms and traditions of the society. • Cooperation with private and government agencies in charge of religion and cultural issues. • Contribution in local wisdom. • Provision of city museum cooperated with the Civil Society. • Support for Tab-Tiang Civil Society in terms of action plans of art and cultural issues. • Moral activity promotion in order of mental development.
8. People and personnel capacity • Support of benchmarking process and training programs for municipal staff and people continuously. • Support of learning process in both local and international level. • Participation of municipal staff in local organization’s forum, which is now mobilizing in order to strengthen the community. • Administration towards public organization system which people could take part of it. In order of successful outcome; people’s well-being, benefit and value, these policies must be taken in action carefully and clearly.
