Trang Municipality has realized that the municipal development plan is important to manage the limited resources for the maximum utilities, thus the data of local people’s need has been collected as well as capacity and policies of administrators in order to come up with a development strategy which is a tool to gain an efficiency and effectiveness of municipal administration. Three-year-development plan (B.E. 2549-2551) is an economic and social development plan of Trang City Municipality that is compatible with other relevant strategic development plans. The plan is composed of details of any development projects in each fiscal year and corresponding with annual budget process closely. Hopefully, the Three-year-development plan (B.E. 2549-2551) could afford Trang City Municipality’s performance and satisfy all parties’ need completely in political, economic and social aspects.
The nature of the Three-year-development plan The Three -year-development plan is a transition from the strategic plan to implementation under the concept that one strategy could have many development approaches as well as one approach could have many projects/activities, which affects aims, commitment and vision of development. Furthermore, the Three-year-development plan is related to annual expenditure budget closely. That is to say the municipality uses the development plan as a tool to make annual expenditure budget, which was calculated from the projects/activities implemented in each fiscal year in order of careful budgeting consideration and the public participating process. The definition of Three-year-development plan, according to the Regulations of the Ministry of Interior with regards to making and coordinating the relevant development plan of Local Administration B.E. 2546, “Three-year-development plan is an economic and social development plan set by local administrative organizations. It is compatible with the strategic development plan and determines details of any development projects in each fiscal year. It is a continuous and progressive plan for a period of three years and will be reviewed annually.” Any projects of the Three-year-development plan, especially in the first year plan, should be completed in two topics as the followings, 1. Certainty of activities, possibilities of the projects/activities and public advantage from them 2. Completeness of some pattern and technical details in order to stipulate a detail of development plan for annual budgeting.

A document showing a development projects/activities during three years. 4. A document indicating a relation between strategic development plan and annual expenditure budget.
Benefit of the Three-year-development plan The Three-year-development plan is a tool to considerate clearly about relation of any administrative approaches that might be associated and affect on its encouragement and obstacles. The plan is used by the municipality in order to stipulate the administrative directives and utilize local administrative resources efficiently for maximize public utilities. Generally, Administrative Resources are….. Money means the municipal budget and any subsidies from outside, including a measure of expenditure budget saving. Human means administrator (Mayor), Deputy Mayor and all municipal employees in every class who have various knowledge, skills and attitudes. The municipality has to bring out their capability as well as to develop manpower system to enhance working efficiency. Moreover, human can be any local inhabitants who could participate in local development. Equipment means machines, instruments and premises that are up-to-dated in order to support social progress. Administration is a tool to use all three resources productively and to reach the aim of sustainable development. The administration is art and science that need to be studied and implemented continuously.
Outcome of the development plan in Trang Municipality, regarding the Five-year-plan The Five-year-development plan of Trang City Municipality (B.E. 2545-2549) had been implemented for 3 years (B.E. 2545, 2546 and 2547). The development strategy has been taken into action. After 2547, the new issue of strategic development plan replaced the old one. The old Five-year-development plan had initiated numerous utilities for the municipal inhabitants and covered all aspects of development as follows, 1. Promoting public health learning. 2. Contribution of administration service system of public health center. 3. Provision of quality public health service sufficiently. 4. Provision of free nursing sufficiently. 5. Provision of education. 6. Contribution of public participation on education. 7. Provision of educational instruments sufficiently. 8. Promoting communities for the role of disaster prevention and mitigation 9. Preparation of disaster prevention and mitigation plans and training programs. 10. Vocational training continuously. 11. Provision of market for product distribution 12. Promoting self-sufficient economy. 13. Provision of community training about their role perception of themselves, community and society in order that people could analyze and solve problems by themselves. 14. Provision of community leader training and participation in democratic development continuously. 15. Contribution of ethics and discipline for human including law maintenance. 16. Provision of Buddhism study on weekend. 17. Provision of activities for building opportunity and social equality. 18. Provision of social welfare and improvement of quality of life for elderly, children and disabled people sufficiently. 19. Contribution of information system according to the Act. 20. Outcome of the development plan, regarding the Three-year-development plan The Three-year-development plan (B.E. 2548-2550) is an adaptation from the strategic plan to action plans and pertaining to annual expenditure budget B.E. 2548 closely. Trang Municipality had a fiscal year B.E. 2548’s action plan, which is a descriptive document containing all action plans, projects and activities that shall be operated in fiscal year B.E. 2548. Development vision has been set up as a municipal aim, development strategy as well as development directive, that is a tool to reach the goals of the municipality in the future.
